ICESCR - International Covenant on Economic, Social and Cultural Rights

The International Covenant on Economic, Social and Cultural Rights (ICESCR) was adopted by the United Nations General Assembly on 19 December 1966. The Covenant entered into force on 3 January 1976. Belgium ratified the ICESCR on 21 April 1983.

The ICESCR addresses the right to food, education, social protection, health, housing, etc. The Committee on Economic, Social and Cultural Rights (CESCR) monitors compliance with the ICESCR.

States Parties to the ICESCR are assessed in an evaluation cycle:

1. State report + alternative reports from civil society
   Member States that are parties to the ICESCR must submit a report to the Committee on Economic, Social and Cultural Rights (CESCR) every five years. This report must explain the measures the State is taking to fulfil its obligations under the ICESCR and the progress made regarding the enjoyment of rights. In addition, civil society may submit alternative reports.
2. Concluding observations of the CESCR
   On the basis of these reports, the CESCR issues its concluding observations.
