Drafting of the first report : taking some concrete steps
Belgium submitted this first report to the Committee on the Rights of Persons with Disabilities in July 2011 (art.32).
According to the general UN mode of operation, the civil society organizations have the possibility to submit an alternative report to the Committee on the Rights of Persons with Disabilities. In agreement with the representative structures for persons with disabilities at federal and federated level, the Belgian Disability Forum decided to take the initiative to draft this alternative report.

Belgium’s initial report was reviewed on 18 and 19 September 2014, and has conditioned the work of the BDF during this whole year: publication of the alternative report, submission of the latter to the Committee on the Rights of Persons with Disabilities, reaction to questions put to the Belgian State by the Committee on the Rights of Persons with Disabilities, presence during the ‘constructive dialogue’ and follow-up of recommendations submitted to the Belgian State by the Committee on the Rights of Persons with Disabilities.
On October 3, 2014, the Committee on the Rights of Persons with Disabilities submitted to the Belgian State the outcome of its analysis of the implementation methods of the Convention on the human rights of the disabled in Belgium.
It comprises 21 recommendations and shows to Belgian policy makers which are the areas in which progress has to be made on a priority basis, in order to move towards a better integration of disabled persons in Belgian society.
According to the findings of the Committee on the Rights of Persons with Disabilities, Belgium’s next interim report is due to be issued in August 2019. It therefore maps out the work that has to be accomplished by Belgian autorities and the BDF in the years to come.
