Advisory Council on Health and Assistance to persons
The Council includes 2 commissions:
- the Commission in charge of health
- the Commission in charge of the assistance to persons
The Commission in charge of the assistance to persons includes a bureau and a specific department for institutions and services for social services.

Matters depending on the authorities of the Brussels-Capital Region, Joint Community Commission (COCOM):
Composition
The bureau of the Commission in charge of the assistance to persons comprises the chairman and vice-chairmen of the department for institutions and services for social services.
The department is composed of:
- representatives of the organizing authorities of the centres and services,
- workers’ representatives,
- users’ representatives,
- experts who do not belong to the aforementioned categories.
Objectives
The mission of every section is to deliver opinions, either on its own initiative, or at the request of the competent Members of the gathered College, on matters relating to the sector.
This advisory competence goes beyond the mere examination of proposals or projects, since the section can discuss, in complete independence, any questions falling within its competence.
The bureaus can also, on their own initiative or at the request of the gathered College, issue opinions on any matter falling within the competence of several sections.
What partnership?
The BDF ensures consultation with the Commission in charge of the assistance to persons before expressing its views at European level on matters falling within the regional competence of the French Community Commission (COCOF). This was the case for the following issues:
- Participation of people with disabilities in public life (2010)
- Alternative report of the BDF on the implementation of the UNCRPD (2014)
- European Disability Strategy (2020)
