Conseil consultatif de la Santé et de l'Aide aux personnes (CCSAP) – Advisory council on health and assistance to persons

The Council includes two Commissions:

  1. the Commission in charge of health;
  2. the Commission in charge of the assistance to persons

The Commission in charge of the assistance to persons is composed of four sections, including the section “Institutions and services for persons with disabilities”.

 

Level of power

Subject matters which fall within the regional level of power : Brussels-Capital Region, Joint Community Commission (COCOM)

 

Composition

The Commission in charge of the assistance to persons, section “Institutions and services for persons with disabilities”, is composed of effective and alternate members who represent the organizing authority, the workers and the users as well as experts.

It is composed of 13 effective members and 13 alternate members, distributed as follows:

  1. 3 representatives of the organizing authorities of the centres and services ;
  2. 3 workers’ representatives;
  3. 4 users’ representatives;
  4. 3 persons especially qualified who do not belong to the categories specified under 1° to 3°.
 

Objectives

The mission of every section is to deliver opinions, either on its own initiative, or at the request of the competent Members of the gathered College, on matters relating to the sector.

This advisory competence goes beyond the mere examination of proposals or projects, since the section can discuss, in complete independence, any questions falling within its competence.

The bureaus can also, on their own initiative or at the request of the gathered College, issue opinions on any matter falling within the competence of several sections.

 

What partnership ?

The BDF ensures consultation with the CCSAP - Commission in charge of the assistance to persons – before expressing its views at European level on matters falling within the regional competence of the French Community Commission (COCOF). This was the case in 2010 for the following issues :

  • Participation of person with disabilities in public life
  • European strategy 2020
